But also it is for NOC C & D type applicants only... (maybe it was not a requirement for them before)

As per OPNP under student with job offer, we do not need to submit IELTS for nomination ;D

i applied with job offer too... it's been 16 months no response yet lol..
then i applied under masters got it in 3 months.

I agree our nomination was already approved. This only applies to new applicants for PNP.

If you are already nominated you don't have to worry since your application has already reached CIO and VO.
Don't confuse yourselves.

OK. Congrats to myself!!! I just opened my mail box, at 22:00, EST, APRIL 25, 2012, I RECEIVED MY AOR AND MEDICAL!!! AS SAID, GOD IS GREAT. GOD TAKES OF ME AND ALL OF US!!! CONGRATS TO MYSELF, AND CREDIT AND GLORY BELONG TO GOD!!!
