PNP Application process

Hi,
I want to apply for MPNP under general stream. I am a close friend in Brandon who is environmental officer and I have one more friend in Winnipeg. If I consider the regional destination as outside of Winnipeg and can get the extra 5 point, I am eligible to apply under general stream. Please let me know, am I eligible under general stream or not?

go to the Manitoba immigration website (sorry, this website administration doesn't allow me to post the link) and download the application kit. There are the conditions listed that you have to fullfill to be able to apply to the general stream:
there is a self assessment tool for the general stream and you need to score at least 55 points.
And yes, you can claim 5 points if you plan to go to Brandon instead of Wpg.
