PNP and Job offer

My husband is a structural engineer with 430 score. Now we may need a either a job offer or a PNP nomination to get over the current cut offs. Any thoughts and suggestions on how to seek jobs in canada from India. Also want to know how successful it will be

You should assume that getting a job offer will not be possible. Look into the PNP programs instead.

Thanks for responding but most of the PNP is working only when there is job offer.Any suggestion on PNPs without Job offer
