I have applied for immegration to canada in abril 2006 and recevied AOL in Jul, 2006.
i have received afew days before a littre from my office asking me if am i still intrested with immegration to canada or not telling me that it is the last chance to withdraw and have a refund to my application, actually this letter make me confuse if it is good sign or there is still somthing messing in my pappers the may ask about it in the future
so my question is ,, according to this letter i have received , is my pass mark ok and i am qulify or they didn't even have a look to my file.
please read the follwing diagram that explains each step in the application process , you may help me to uderstand my situation

according to this diagram they have reviewed my papers, am i right or wrong??

This looks like a standard letter sent to most applicants. There is no need to worry right now - read the link below;

It means they want to start to process your file but because it's a long time since you applied, they are being nice to give you a chance if you have changed your mind that you can let them know and get your money back. Many other people have gotten these letters too.

but you don't know if this is consider as a good sign or not, i mean if they found that there is somthing wrong or missing i think the would tell me?!

The letter means that they did not start processing yet. They are giving you a last chance to back out if you have changed your mind. If you don't take this offer, they will start the processing.
 
thank you leon for respond, I understood the letter well, but what confusing me the order of the processing diagram on cic site , according to that diagram the offer of withdraw with refund comes after reviewing the papers and and check that the application is complete.I really apreciate if you have a few minutes for me and read this diagram.

There is nothing there about an offer to withdraw. Most visa offices will not even send you an offer to withdraw. What you have found there is an explanation of different status information on the CIC website. As soon as they have received your file they will list it as in process but that doesn't necessarily mean they have started to process it. If you withdraw it, it will be listed as withdrawn. They add a further explanation that you will only get your money back if they haven't started processing your file when you withdraw.

Your visa office is offering you to withdraw with a refund so that means they have not started to process your file yet even though it may be listed as in process on the website. If you don't use this offer to withdraw, they will soon start to process your file.
