I am preparing my transcripts and degree certificates.........my question is:
When I ask them to prepare those papers, must I take them to the external affairs ministery and high education ministery first of all then give them back to the university to put them in sealed envelops????? or.......????

No, the University/College you attended will do that, and they must have a record of your transcripts from first year to your final Year. Just write them a letter or go to them (if you can) and tell them you need your transcripts(of Academic Records)for Canadian Immigration purposes in a sealed envelope.I am sure they will know what to do.
If not ask them to put everything in an envelope and stamp/seal where you normally open letters. A friend of mine had that done, it worked for him.

Write an application to the university and pay some fees and include the address of the CHC that the transcript will be addressed to and the university will prepare it and put in University sealed enveloped.
Some university can give you the transcript to include in your package to the CHC or will send it directly,it all depend on the university policy on transcript.
