Pls help, Urgent question

Hi all,

I have a quick question:
I applied for my mum at first n putting my dad as her dependant which he will not be traveling with her. Now at the medical stage I decided for both of them to travel together, since they r asking for medical&police report for both of them.

Will I have to pay all the same application processing fee that I paid for my mum for my dad again or does the previous payment covers them both?

What are they applying for? If for PR app, when you say 'travel together', does your father want to just visit or will be immigrating as well?
