pls help regarding caips and gcms notes

I am just wondering if anyone will help me regarding how to apply for the above mentioned notes through cic websites???? I am a bit kind of confused as per how to get thru. should I request for information under privacy act or under access to information act?? Also do i need to pay for the service??? I need to apply b4 xmas so that i will get response after new year. Thanx all for ur inputs and merry Xmas to you all!!!
