pls help! locked online application

hi guys!
i received a message from cic today and when i tried to log in, it says that my answer to security questions is not correct and it has been locked. i didnt even answer security question yet. any idea why and how to retrieve it? pls help. thanks

When you register for online application, it says there that if you forgot your security question or answered incorrectly it will be locked and can't be open..
