Please Need Help with 2nd Refusal

Hi All,

Thank you for taking time to read, will appreciate all the suggestions and helps on what I should do -

I had applied for a Canada Study Permit twice and got refused.
My Profile:
Applied University: Thompson Rivers University
Program: PBD Supply Chain Management ( Have deferred new LOA for Jan 2022)

Current qualification: B.E. Printing and Packaging Technology
Passed out in : Dec - 2015
Currently working for 6 years as R&D Packaging Development Associate with Hindustan Unilever

IELTS Score:
L - 8.5 , R- 7.5, W- 7
Overall - 7.5

Rejection reason as per GCMS notes the same in both refusal:
1st application on 19th September 2020 -rejected on 28th Feb 2021,
2nd Application on 14th May 2020 - Rejected on 29th July 2021.

GCMS Notes -

PA seeks to obtain a diploma/ graduate certificate/ undergraduate/ post graduate; see LOA/Proof of

enrollment on file.

- Given the applicant's previous education/employment history, I am not satisfied the motivation to

pursue this particular program, at this point in time in Canada is reasonable See LOA

- The applicant has failed to satisfy me that pursuing the selected program of study is reasonable

given the high cost of international study in Canada when weighed against the potential

career/employment benefits after completion, and the local options available for similar studies. See

LOA.

Therefore, I am not satisfied that the applicant would be a bona fide student in Canada who will leave

Canada by the end of the period authorized for their stay.

Application refused.

How will taking a course at TRU and spend thousands of dollars help your career in your home country. Supply management is a generic course that can be taken anywhere. Courses are offered all over the world for a cheaper price and also can be completed online so there is no reason to travel and attend TRU. So why this program and TRU? How will it lead to career advancement and give you a pay increase to make up for all tuition and living expenses? That is what you need to answer.

You should look at Masters programs that show education and career advancement. Or look at supply management programs in other countries.

The number of times the VO mentioned "See LOA" is the key to the mystery. Your course is irrelevant to your career and experience. Look into a Master's program focused more on your area of specialisation e.g. Printing Technology or Design. Also make sure your SOP justify the intended cost and strongly states how the course will improve your career prospects in your home country.

In my second application justification letter I had justified all these points. Supply chain management is not a very generic course per say like a Bachlores of Commerce or even an MBA. My current profile of packaging development is also part of supply chain and by doing a course in supply chain managenet it will help me grow in my organsiation in home country as well as help me pursue other job oppertunities in other companies and industries. Today I am doing more or less technical part of the Supply Chain, what I intend to do is to add on other aspects of it like operations management, overall lifecycle of of a product mamngement, procurment, sourcing etc. Which I am supporting now also, but I cannot formely claim it because its just a hybrid amalgamation of responsiblities that happen. But by doing this course I will not only have a professional training but it will also help me pursue managerial level oppertunities.

Why TRU because it was one of the Universiites I thought is good than others, I did have offer letters from Humber, Fanshaw, KPU, CBU etc. but chose this University. Could not apply to Douglas because last year they opened there admisison processs for winter intake for the remaining seats after accoumadationg defered students from other intakes very late.

Masters level program in Packaghing or printing is not available in Canada and for Supply Chain Management Masters I will Have to give GMATto get a admission in any good universities. Which I will consider if it gets rejected again.

Yes I did read and got it reviewed by four experts, what three are saying is that the coice of course is correct and I just need to reapply with a better Letter of Explanantion. And one told me to change course, but when I put it to others all of them told me how will you justify change of course now. It will be doffcult and risky.

The cost part I can justify with my finance, but what I am not able to understand is that should I be puting a cost analysis in my LOE or SOP on why it finacially makes sense to study in Canada ? Because in my second application I had submitted CA report with ITR, FD & PFstatements etc to show liquid assets as well as fixed assets of me and my family.

The See LOA part actually is repeated in most of the GCMS notes I have seen of other refusal caeses, actually in the same time period I have seen two people get approval and two people including me get refusal for the same course with similar study gap. So not sure what worked for them and not for me.

I have seen in this forum where SOP makes or breaks apps. I suggest seeing posts where multiple refusals are converted. Your refusal is so confusing when you explained in detail. Good luck...you will get through this.

Yeah I have been reading through them also, those really give me hope. I am planning to get my SOP reviewd perofessionaly.
Some people have suggested that it helps.

Also just a complication -
My Medical expires on 4th September, should I redo medical and apply or after it expires redo it and send it via webform. ?
( in the scenario that I apply before end of August)

Correct, professional help definitely helps.
About the medical test expiring: I suggest keep an eye on the pandemic situation and get it done before-hand to avoid getting stuck in lock-downs. Definitely do it before applying, it will reduce the delays in processing.

Well you couldn’t have justified all your points if you got a refusal. Again you didn’t answer the questions so assume your SOP covered it. Supply chain management is a generic course because it is offered at almost any college in Canada…you have listed several. So again why Canada for supply management when you could take it in your home country.

Think the major issue I think is that you already have a job in supply chain management so how would a diploma lead to career advancement or more skills that you are not learning on the job or that you couldn’t do in your home country while still working at unilever. A diploma is not something that would typically lead to an automatic promotion to management like an MBA or masters.

The first question the VO will ask when reviewing your application is whether the applicant will comply with the study permit. If you're not going to comply, ie, you're not leaving Canada at the end of your stay, and you try to spin it in your letter of explanation, of course the VO will wonder what is the applicant trying to do. They will suspect even more that you're not a genuine student.
