AS provided through the fedral skilled worker program that I could obtain 5 points if I have relatives in Canada
my question is :
my uncle is a quebec immigrant since 2 years and he is living in quebec ,so could I obtain the 5 points if I apply to the fedral skilled worker ? or relatives in Canada doesn't mean who is living in quebec ?

Quoting CIC Site you can get those five points for FSW they have to be Canadian permanent and legal residents or citizens it doesn't matter which Province they he comes from, however if you apply for QSWP then it´s mandatory they live in Quebec in order to claim the 3 points the Province of Quebec awards you for family.

Relatives in Canada (5 points)
You, or, if it applies, your spouse or common-law partner, have a relative, either a

parent,
grandparent,
child,
grandchild,
child of a parent (sibling),
child of a grandparent (aunt or uncle), or
grandchild of a parent (niece or nephew), who is
living in Canada
18 years or older and
a Canadian citizen or permanent resident.
