I'm about to get an LMIA from Ontario employer. They are not accompanying me to Canada. When I apply for PR after an year through cec, if I include them in my application, will they be able to come to Canada as PR holders or is it important they are present with me in Canada when I'm applying, for that to happen

Who is they - your family? YouI still need a closed work permit after the LMIA so a while for processing. If you include your family as accompanying then yes.
