Mine was scanned in black and white; why would they even want a color version anyway if the document itself is monochromatically printed?

Quick question... I just got my ITA and I need to submit police certificates from 4 countries, one of them is the US. I submitted my FD258 form last week and FBI website says it will take 12-14 weeks to send the reports. This is outside the 90 day window given to apply. Should I decline the invite and hope to make the next draw? Should I upload all other documents and submit the application? What should I do?

Also, whats an AOR? I noticed it in some signatures.

AOR: acknowledgement of receipt of your application. This is a letter that is generated once you submit your app after ita. It has your application number that can be used to send any CSE (Case specific enquiry). This letter is uploaded/needed when applying for BOWP.

Accept the ITA, submit the other docs and in LOE give the proof that you have applied for US PCC. Once you get it, upload it.
