Yes you must have a job offer with NOC 0,A and B level before you can apply. You must submit 3 months paystubs for proof.

I can't wait for pay stubs because mine 2 months are left so what can i do now

Well there's nothing you can do except change his status to visitor and wait for the paystubs. After you obtained all required documents then you can submit the work permit application.

so do mean I have to apply for work permit and for my husband I should apply for the visitor

Update: If you receive your paystubs on a biweekly basis, you can apply to extend your husband work permit after getting 3 paystubs. But if your paystubs are issued on a monthly basis, then you should wait after 3 months.
