Please give me suggestion

I have some confusion when fill-up federall skilled worker application to the NSW.

1. IELTS is manditory for primary application (that means for Sydney) or not?

2. For primary application I have to mention the fund amount or not?

3. If I apply with my wife so when she will fill-up background declaration form what will be her status? Spouse or Principal applicant?

Hope some one will help me regarding of this issue.
