Please Explain Digital photo required with ITA

I'm currently filling out my online application. One of the documents required is a digital photo.
Can someone please explain the specifics for me as it's really confusing.

How do I get the 420 x 550 pixels and the 35mm x 45mm. Can I just my phone to take it.

420 pixels wide and 550 pixels high, OR, 35mm wide and 45mm high. It’s not rocket science and nothing a photo editing software can’t do for you.

or just go to a place that do passport photos and have them sort that out for you.
