The form asks "Are you sponsoring a member of the family class or a member of the spouse or common-law partner in Canada Class? No or Yes"

Is this a trick question? He is applying to sponsor me so we check no? Or yes because he is trying to?? ???

I went through this and had to read the guide carefully!
It should be: Are you sponsoring a member of the family class? or member of the spouse or common-law partner in Canada Class?

This would make more sense

Is the person being sponsored inside Canada or outside Canada?

Outside, choose family class outside Canada
If inside, choose spouse or common law partner in Canada class. Simple.

You may still go with the outland option even if the applicant is inside Canada, by asking them to exit and then apply as outland.

Can't you apply outland while you are in Canada? This is what I had planned on doing

Yes, you can in the old application.
There is no inland/ouland applications anymore sinced Dec 7 2016
 
I restarted with the new application. The way they word the questions is so bizarre.

The OP is not confused about what forms to fill rather what check boxes to tick.

It is a good thing you did! IRCC stopped accepting the old ones since Jan 31 2017

The new forms still have the two classes choice.
 
If you can't select inland or Outland, how do you know if you applied inland or Outland ?
