No if you are an under-graduate student & yes if you have experience in ferdral skilled worker's 47 categories.

Yes, If you full fill the FSW category requirements I don't see why you are not eligible to apply. If you have experience in one of the remaining 47 occupations you are eligible to apply subject to your education, IELTS because FSW is a point based category. Please refer the cic.gc.ca FSW who can apply section and calculate your points to evaluate your self.
