I have no idea about schools. I know many University offer French courses. You can check Quebec immigration website, they have mentioned which level is enough for their requirement and it is also vary university to university. It is time consuming but easy to get certificate.
thank you for your reply!! i appreciate that

Hi,

I am entering my second year of PhD in Mechanical Engineering at McGill this fall and is planning to apply for QSW this year. I have literally no French training and don't intend to do so. I got a ms in ME at US. I think I am in a similar situation as you and I was wondering if I could reach you through emails for consultation.
My gmail address is zhangwbhi@gmail.com
Thank you so much!

I believe PEQ will be a good option for PhD candidates at Quebec universities hoping to get PR in Quebec. The regular provincial selection has quota (is it?) and requires too many documents and a lot more time. (PEQ application is guaranteed an approval within 3 weeks from the time the complete application is submitted).

but, for French language:
even if you are doing the degree in a Francophone university, if most of the coursework and the thesis for the programme is in English or any language other than French, you should provide additional requirement such as results of public exam (DELF etc), or a coursework that attests your level up to the equivalent of B2 competence. (all universities, I believe, should offer French courses to int'l students. I did my courses at my alma mater (UdM), very intensive but really pushed me to practise the language.
