PhD ambitions in Canada

Hello all,

I am preparing to give my IELTS in another one month.I have always wanted to pursue PhD degree in a field of my interest.

I have invested a lot in second Masters just to stay afloat with a valid visa status.But I have reached a point where I am about to finish my 2nd Masters and I'm no longer interested to spend anymore just to stay here trying another blind chance at H1b lottery.

If I get Canada PR through express entry, will I be able to apply for graduate programs without any restrictions (I believe I can as far as my research supports).

But please advise me if

[1] I should just give the academic IELTS exam and apply for a school
[2] try for Canada PR through express entry and then apply for a school
