My friend and i having same problem but before applying PGWP he consulted immigration advisor and applied with explanation which i didnt .. he got approved on same day when i got refusal
Thats my only hope

Yes bro applied on jan 19 2021 and got approved on feb 19th with the help of RCIC agent
