I had my education in 2019 and received my PGWP for 3 years. Now it will expire in Jan 2024. What is the best option for? I have 451 points in express entry. Please guide.

You need to increase your score through French or as suggested look at PNP. If employer is willing to go through the LMIA process (post job, show cannot hire anyone with your experience and education), then ask them to apply. It will add 50 points to your profile, which for some draws still is not enough.
