PGWP and graduate school

Hi,
I recently graduated from University of Manitoba with a 4-year honors BSc degree and now I am studying in a different grad school in BC. I have updated my status on IRCC. I recently noticed that I have only 180 days from the date I graduated to apply for the PGWP. Obviously, I do not want to apply for PGWP right now. My questions are,
1. Does the 180-day rule still apply if I continue my study in a different university? To be specific, can I apply for PWGP after I finish (graduate from) grad school? How long will the length of PWGP be?
2. What will happen if I can't finish grad school after years of study (say I want to quit)? Am I still eligible to apply for PGWP?

1. You can apply after completing grad school. How long is the program?
2. If you don’t finish grad school then you will not be eligible for a PGWP if you graduated from your program more that 180 days from your graduation date.

1. It is a two-year master's program.
2. For the second question, is the 180-day rule strictly enforced?
