PGP2018 PCC for parents - resident permit

My parents passed medicals and the next step is PCC request.

They applied it in Indian passport office, and my father said that the passport officer insisted that it should be "resident permit" for Canadian PR, while filling out the form that asked for the purpose of this police clearance certificate. Apparently there were a bunch of options like so,

My father asked to choose, "immigration purposes other than citizenship" but she insisted to choose "resident permit" for Canada and processed it as "resident permit" as she said it is the norm for PR Canada.

We got the PCC for both of them today that states no adverse information against my parents and mentions this is for resident permit.

I am so confused, cuz I dont even know what resident permit means, shouldn't it be immigration purposes other than citizenship?

Is resident permit the right one, please help!

Once a PCC is issued, it cannot be reissued for another year, why do they make it so complicated and confusing the users! Help please!
