PGP MNI with married in 2018.

This may have been asked few times already. My cousin is sponsoring his parents this year and he also got married this year. He maintained MNI for last three years for 3 persons. Does he disqualify since his family size is 4 now? His spouse is not in Canada and has not been sponsored yet. She may join later this or next year.

2017: MNI for 3 persons
2016: MNI for 3 persons
2015: MNI for 3 persons

2018 Applied for Parent's immigration.
2018 Got married.

If disqualified due to incomes, would he require to maintain income of 4 when applying next year?

2018: MNI for 4 persons
2017: MNI for 4 persons
2016: MNI for 4 persons

If you are sponsoring a parent or a grandparent, you must meet the minimum necessary income requirement for each of the three taxation years immediately preceding the date of your application. The minimum necessary income requirement is equal to the Low Income Cut-offs (LICOs) plus 30%, taking into account the number of family members for whom you are or will be financially responsible.

Simply start filling in the forms. The only section where you calculate family size, asks you for your current family size (so as of the day you're filling in the form). It does NOT ask you questions to calculate your family size on any specific date or year in the past.

If IRCC wanted you to use old family sizes in previous years, they would give you sections to perform those calculations. But they don't.

So if he got married before filling in and send the app, his family size will be 4 in 2015,2016,2017 years.
If he got married after filling in and sending the app, his family size will be 3 in 2015,2016,2107 years and only 4 starting in 2018.

He can always submit an app with explanation and see what happens, but should just be prepared the app will ultimately be denied due to income.
