IRCC will continue to process applications to sponsor parents and grandparents based on the first in, first out principle. This means that new applications submitted in this category when the program reopens will be placed in the queue behind the applications in the existing inventory of sponsorship applications for parents and grandparents.

So does this mean that applications will be placed behind the 2019 queue? Iv’e heard there’s already delays with that one. So does that mean even if we get invited to apply we have to wait for years and years? :(

Yes, it means they will process the 2019 applications first. Some in the 2019 queue are still waiting but there are also many here who have been approved and are done. So I don't think this means that 2020 applicants will be waiting many years. It just means they will give priority to applications submitted earlier. That's the right thing to do. I'm sure anyone who is selected in 2020 will feel that way when 2021 applications start coming in.

Well COVID has obviously impacted all processing times for 2019 applications (like it has for all application classes). And there are reasons why processing can take longer (i.e. medical challenges, background / security checks). However processing of parent / grandparent applications is still quite fast now even with all of those delays. (I remember the days of 7-10+ years for processing.) Given IRCC is only selecting 10K this year, I think that will put those selected for 2020 in a pretty good position for good processing times (provided there are no complications with their application). Just my thoughts.

That means application which started in 2019 will be given priority but that does not mean IRCC will wait until all application in 2019 is finalized before they start processing application in 2020. Most application was done between 10 - 18 months last time so I hope it would not be much longer than that

A maximum of 10,000 sponsorship applications made in relation to applications for a permanent resident visa, which are made by sponsors’ parents or grandparents under the Family Class, will be accepted for processing in the 2021 calendar year, which begins on January 1, 2021 and ends on December 31, 2021. This maximum may be amended in accordance with any subsequent Instructions the Minister may provide.

If any applications are received before the end of December 2020, they may be counted toward the application cap of 10,000 for the 2021 calendar year.

In short, because of when the draw results are going to be announced (i.e. very late in the year), IRCC is expecting they won't received all / most completed applications until 2021. There is of course a separate draw for 35,000 planned for 2021.

Think it was announced as 30K for 2021.

Seems like as a 2020 applicant, my probability is almost ZERO.

My point was if in 2020 they don't receive any complete application then 2021 quota would be used, not 2020.
Hence most likely this draw would use 2021 quota (i.e. 30K) and reduce next year's total number to probably little over to 20K.

They have used very complicated language and it is prone to be interpreted in many ways.

Some senior members suggested that there might be around 150K submission for PGP 2020
Last time, IRCC sent out invitation emails roughly 45 days after the form closed. If we speculate the same this year, you would expect to receive email or annoucement from IRCC around Dec 15 - 20... Hopefully it would be earlier than that but who know, it could be later too
