PGP 2018 - Add representative

Hi All,

I want to add my name as Representative, we have filled and signed the form, now when I got to webform, it asks "Is your application being processed by an office OUTSIDE Canada?"

What should be my answer to this as we dont know, I sponsored my parents and sent the full application package to Mailbox address in Ottawa in 2018. After that We do not know if the application is being processed in Canada or India (My Parents are in India).

Does anyone know, I tried to call the CIC Support number to ask the same question but could not talk to the rep after waiting for so long. Any information will be helpful.
