Which is better? Post graduate certificate (PGD) or Masters as regards to the job prospects in Manufacturing industry in Canada?

Won't we get a overqualified tag? Also, I have heard that Canadians generally take work experience of few years and then join masters. Thus, after completing masters, they give a tough competition if we don't have work experience.

There are no such overqualified tags here. Entering Canadian job market would require Canadian education or previous Canadian work experience. Having Canadian Masters will take you one step closer to work opportunity.
Masters always have better standing when compared to diploma as well as more chances of getting study permit than applying with diploma offer.

However, it said that Pgd is practical oriented and job specific. Then, how can we deny the fact that employers won't prefer Phd students?
Also, I went through various LinkedIn profiles of people working at GM, Ford. Most of them have done their Pgds

Totally your choice.!! Personally I would never bet on study permit with Diploma offer letter, assuming you already have BTech degree.
