I am one of the applicants who applied to CEC from Quebec. Last week I received the famous pfn asking me to upload a letter of intention not to love in Quebec. In the letter, the officer asked me to reply to this email by upload my letter to my CIC account but there no where for me to upload. Should I use the web form?
