the letter i receive from iRCC Can Be Opened Only By 'Adode Reader' when I opened Using Adobe Reader my Application Number Is Not Writen On It, Date Is Not Writen On the Letter And also My Name Is Not writen On It. only UCI Is Written In serial number.

only these below is written on The letter

Dear,

"You are welcom to reapply if you feel that you can respond to these conserns and can demonstrate that your situation meets the requirments. All new application must be accompained by a new processing fee."

Sincerely,=No name Is writen On Thise.

3 month ago i received PFL For Not Declaring Previous USA visa refusal and now i received a validity biometric letter information.
Is it a good sign??

No,
I received only my passport without refusal letter, Then I contacted ircc to send me the refusal letter but they send me a letter which do not state my name. File number....etc. It only states that I can reapply.

Hello, after a long time of waiting for the decision, I was not approved of my visa. I got the letter from them saying :

Thank you for your interest in studying in Canada. After careful review of your study permit application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• You have been found inadmissible to Canada in accordance with paragraph 40(1)(a) of the Immigration and Refugee Protection Act (IRPA) for directly or indirectly misrepresenting or withholding material facts relating to a relevant matter that induces or could induce an error in the administration of the IRPA. In accordance with paragraph A40(2)(a), you will remain inadmissible to Canada for a period of five years from the date of this letter or from the date a previous removal order was enforced.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.


I now want to apply for an Irish visa, but I am confused if I should state my previous Canada refusal or I should not state it. Please any idea if the Irish embassy will know if I was refused or not? Because my passport was not stamped or anything. Thanks

If the application to Ireland asks about previous refusals, then yes, you must mention the Canadian refusal. Yes, Ireland and Canada share information.
