PFL (Procedural Fairness Letter)Question

Guys,

I need help I got PFL from LVO requesting me to submit explanation letter about my sponsor. My Sponsor entered Canada as refugee and they are asking explanations why the sponsor is able to return to home country.
Did this happen to anyone? If you can add some ideas in this

Refugees are not supposed to go back to the country they fled from. If they go back there, then why do they ask for a refugee status? If they go back, they are showing that they no longer need Canada's protection. If you are saying that your sponsor is a refugee in Canada and he came back to his home country, his PR status could be revoked. It is a refugee rule that someone, as a refugee in Canada, cannot go back to his/her home country. Why did your sponsor go back?

If they go back, they are showing that they no longer need Canada's protection. If you are saying that your sponsor is a refugee in Canada and he came back to his home country, his PR status could be revoked. It is a refugee rule that someone, as a refugee in Canada, cannot go back to his/her home country. Why did your sponsor go back?

My Sponsor got back to his Home country on several occasions to visit his families and he is a citizen not PR
Did your sponsor go back to his home country when he was a PR?

No only after citizenship
If your sponsor is a Canadian citizen, then why the PFL? If he is a citizen, traveling to his home country shouldn't be an issue. Does he have dual citizenship or still holds a passport that's not Canadian? Or did he renew his passport with his home country?

You should copy and paste the procedural fairness letter so we can see exactly what the problem is.

If your sponsor is a Canadian citizen, then why the PFL? If he is a citizen, traveling to his home country shouldn't be an issue. Does he have dual citizenship or still holds a passport that's not Canadian? Or did he renew his passport with his home country?

Is that the whole letter? They must have included more in the letter, explaining what the issue is.

Your spouse needs to do as stated: explain how it was that he was able to safely travel to his home country after claiming refugee status. Was there a regime change? War ended? Country stabilized? Group/gang/organization endangering him no longer exists?
