I don't see any connection at all, aside from being tangentially connected: it's about the same topic and it provides practical advice on how to preemptively try to prevent it from happening - though they warn there's no guarantee, along with what options you have once you get stuck - which includes considering if Canada is the right country or if one should consider other countries as more realistic options.
