Hello,
I am 39 years old and i have 1.5 years working in a unionized company as a drywall finisher. I have an open work permit from my wife who works as an accounting. We tried to get the permanent resident applying with General program and we have 490 points. There is any different way i can apply ?

I use to live in Toronto, and my french is zero. What about if i apply with OINP, there is any chance? And i have one more question, if i get an job offer as a manager can i still get that 200 points or not?

200 EE points are only awarded for top level roles like CEO, not managers. Also note that IRCC has announced that there will be no more points for job offers with this change coming into effect sometime in the spring. So you or your wife would need to have an approved LMIA now to try to benefit from the points. Otherwise you are almost certainly too late.

Thank you very much for your advice. You mean even if we get an LMIA now it’s too late for getting the points?

You are extremely short on time. IRCC is eliminating job offer points in the spring. So that would be sometime in March to May. You would need to get an approved LMIA and also ITA and likely submit your completed application before this change goes in.

Based on recent processing times I've seen on this forum, LMIAs seem to be taking closer to 8 months.

You should start learning French asap as a possible back up plan if PR is a priority.

I got it. PR is my priority but I can’t learn french, that’s not an option for me. My WP expires in 2 years so i will see if anything changes. Right now is it a good idea if i try to apply under my name for OINP skilled trades or just to keep the Express Entry profile under my wife’s name?

You can try to do both. For EE, your points are too low to be selected.
 
You likely have a better chance of PR in trades than a spouse in accounting. Your age is a problem especially when you turn 40. What is your IELTS score?
