MR cannot be predicted on an average it is around 50 Days after PER. but there still few may first week applicants are waiting for MR.

IELTS expiry is not an issue after your application reached CIC. now you have received PER. no need to think about that.

1.You can mention name in Malayalam hand written ( if u are from Kerala ) . if there is some mistakes also no problem . This is just for them to understand that u know some native language .
2. Sad to hear about your mother . You can mention her name as " Late ...... " . Hope there wont be any issues . My father passed away after application but i did not update that details and they did not ask for more informations . Now i have got my Passport stamped without showing any information related to parents.
