Pwede din. Yong friend ko nag exit sila sa Pinas as tourist to HK , from there to Canada na.

If you are flying to Canada from the Philippines, then yes.

If you are flying to Canada from another country, probably not.

Thanks! We are flying to Canada from Philippines. Does my spouse also need to get one? Open work permit sya. How do we apply for PDOS? How abt OEC, do we also need that?

Sorry, I might be mistaken. PDOS actually seems only required for permanent residents, not work permit holders.

I'm not familiar with the outgoing temporary worker requirements, perhaps this is where the OEC comes in instead.

Recommend you re-post this in the Foreign Workers section. This board is supposed to be specifically for US-based emigrants, but Google seems to be bringing everyone here, and/or nobody reads the forum description.
