I am filling an application for PR as Fedral Skilled worker, Should I obtain PCC (Police Clearance certificate) before fiulling the application or file the application without it.
You should wait a couple of months until the new rules are published. The new rules are already being applied to new applications so you can't avoid them by applying now.
