PCC for CSQ based Immigrant

Hello,

Last week, my sister got her CSQ at Montreal. She is from India and lived only in India and Canada. The documents given with the CSQ state that from few of the countries, PCC is not reqd with appl. until requested. India is part of the list. She will be applying at buffalo.

From my exp. with buffalo, I know PCC from India is reqd with documents. Kindly clarify if PCC needs to be submitted her with the appl. or can she submit it later. Itr takes about 6-8 weeks to get PCC, so she is worried about the delay.

She needs a PCC from India and from Canada if she lived there for more than 6 months.
