When paying online for sponsoring my spouse, I want to make the full payment with my credit card, do I select Right of Permanent Residence Fee as well?

Yes, if you want to pay everything at once, you need to include the right of permanent residence fee. The total should be 1040$ if no dependents.

How would the total be 1040, when its 550 for principal applicant, 550 for spouse and 490 for RPRSF

I am assuming one of the spouses is sponsoring.
The principal applicant and the sponsored are the same person. If there is only one person coming to Canada, the fees should be:
75$ sponsorship fee
475$ principal applicant
490$ RPRF
I don't know your situation so I just assumed.

Oh thanks for your help! I was so confused because when I went to the website online, I had to check all that applied to make the payment and I saw it said Principal Applicant (including the 75$) -550 and then it says Spouse/common law - 550 and then RPRF - 490, so I thought I had to check all of them, but since I am the one sponsoring my spouse, I guess I'd just check the principal applicant one and RPRF. You honestly made things so much more clear for me,

Also another thing, I will first submit the package to Mississauga, but do I also write on the outside or something the visa office of where it should be sent (I assume the visa office would be wherever my spouse lives right?)

That $550 fee only applies when the spouse of the Principal Applicant is also being sponsored, i.e. parent sponsorship.

No, you don't write the name of the VO on the envelope.
