Which Mobile carrier are you on ?What number is that? I've been calling 888 242 2100 without any success. Also I can't reach this other number you called.
First of all try calling 6139444000 from your mobile carrier. See if you are able to reach this number or not.
*67 actually hides your caller id , hence you are able to reach to the Agent , on a toll free canada number, even from USA.
Managed to talk to them on 888 242 2100, after trying different options and a 19 minute wait.
The person who talked to me was very kind.
She informed that my passport went to the printing queue on August 3rd.
According to her it will likely be printed by the end of this week, so I should get my passport back next week or the one after that.
Seems like I have some hope of landing before 9/5 after all.

Anyone who has sent the passports via UPS from US? I am just worried as I did not fill out any commercial invoice and wanted to know if anyone has who sent via UPS
I used UPS and did not fill out a commercial invoice for the return label... Still waiting for the return tracker to be activated.. my app was approved on 17-Aug

Passport Submitted: 7/14
Passport delivered to Ottawa: 7/15
CIC Approval 8/17
Tracker Activated 8/18
COPR and passports received: 8/21
A very long journey... All the very best folks out there... All will get your passports and COPR soon...
