And not based on any numbers, but looks like people from visa-exempt countries have a quicker turn-around time.

The final update that will ever happen to your cic account for the permanent residency application is when the visa is stamped, it will show approved. That's before receiving back the PP; that's it. I had a tourist visa in the past as well and that's what happened. In both cases I didn't receive an email, just checked the account. And in both cases they were no messages just decision made approved, eligibility passed...
