Passport seized And expired by cbsa.

Hi if anyone had same situation please help.

i applied for refugee case in 2018
Then govt seized my passport and it was valid at that time .

in 2019 i got married and my wife sponsored me for Permanent resident visa on 2020
My passport is still with cbsa but its got expired last year on August 2020.

when i applied for permanent residency my passport was valid and I attached valid photocpoies with my application.
But we got letter from immigration that we need to update valid passport in order to continue process. But passport is still seized i dont have with me . Pretty sure indian govt will nit reissue new passport because of refugee claim i made.

what could be the possible step at this moment?

You’ll need a passport for a spousal application. I doubt there are any exceptions or alternatives for that. All you can do is apply for a new passport.
