Passport request: request new Visa office or send passport to Ottawa

Hello.
I applied for CEC from Africa.

I am caught in a little dilemma. I trying to figure out the best way
To send out my passport. I am currently residing in africa. I need to
send my passport for visa stamping. I am wondering if I should

1. Send my passport to someone trust worthy in canada and then have them send my
passport to Ottawa via canada post express on my behalf (Since I have no access to
canada post here in africa)

Or

2. Ask for my visa stamping to be done at a visa office close to my location.
if I chose this method I kknow i have to deal with delays from the Ottawa case processing
Centre. I am concern about having 30 days to send this passport.

As far as I know, it's illegal to send the passport out of country by mail. Also, CIC will not send the passport back to your friend. you might trust your friend with Passport, CIC will not.
Your best option would be to send it to the Visa office close to your location.
