Passport Request Received - But currently travelling overseas

I am expecting PPR letter for my parents who reside in India anytime now.

However, they are currently in Australia and wont be able to return to India anytime some.

Will they be able to submit their passport here in Australia? or is it mandatory to submit their passports to the Canadian Embassy in India?

In principle can do it anywhere in the world - through VFS in thact country to whichever closest visa office (eg Sydney Australia). Have to contact VFS and possibly the visa office or ndvo - sometimes can be a bit difficult shaking the tree but it works.

Should only do this if they will be in same country for about a month, and aware they may have to wait to get passport back.
