Passport request from Canadian Embassy - use 2nd passport?

Hi all

I am applying for a PR and is using the Canadian Embassy in Beijing as my VO since currently am living in Shanghai. Swedish citizen.

From what I understand from others applying at the Canadian Embassy in Beijing once the process is coming closer to the end the embassy will request for your passport to the Embassy. Apparently then the embassy will hold the passport for some time, weeks or even months and I am not sure why.
For foreigners in China it is impossible to travel outside or even inside China without the passport so if the embassy in Beijing would grab the passport I would not even be able to go back to Shanghai to wait for the process to be done.

Do you know if the process of passport request is the same all over the world from Canadian Embassies?

My idea now is to use my empty 2nd Swedish passport to apply for the PR while using my regular Swedish passport with my Chinese residency permit to travel inside and outside China as I wait. With this solution my empty 2nd passport can be sitting at the Canadian embassy in Beijing for a longer period without causing me any problems.
What do you guys think of this? Will the VO dislike that they got my passport without my Chinese residency permit inside it?

1. They probably will return the 2nd passport and question why you applied to Bejing as they want to see proof that you were admitted to the PRC for at least a year if you wished to use Bejing as the processing office.

What if I can send a copy with my Chinese residency permit to go with my application to prove this?

I just cannot understand how the Canadian embassy can think foreigners can be without their passport in China for so long.
