Passport request BEFORE decision made?

My wife received an email for her passport request last thursday. When I login to ECAS the application it still says "in process". Is this normal?

yes that is normal in some visa office to get ppr before decision made...... Anytime you see decision made on ecas now, the visa is been issued and the passport is on it way back to your wife.
