Hi guys I recently got my passport but its in my old name and I'd like to change the name but I'm outside of Canada so it will be mail in application. I see online that I don't need a guarantor if I'm renewing my passport. Does this also apply to a name change? Being outside of the country makes getting a guarantor next to impossible for me so I'm trying to see how to go about doing this. Thanks!
