Hi i am just wondering if somebody had a similar case just like mine. Here is the scenario:

I am a PR and i have a daughter who is 16 years of age who is now in the Philippines. Father abandoned her since 2009 and now my daughter is living with my parents. I wanna apply for her passport, and my father is the guardian. Is there a way my father can get her a passport? What will be the requirements? Please help!

You need to execute a Special Power of Attorney (SPA) for your father. To know the other requirements for first time PP applicant, here is DFA's link.
