Passing the normal processing times

Hello guys,
I got two questions:-

1- The normal processing time when I applied was 4 weeks, but now it is 6 weeks. So which one should I consider as the normal processing time for my application? 4 or 6?

2- Does the long processing time that my application is taking indicate anything? Approval/Refusal.

Can I ask you if you are sure about the 1st answer? Cuz since last two weeks I have noticed than they keep adding one more week on the process every Friday. If this continues, the process will be endless.

Sorry buddy sometimes even CIC is not sure so how can I be? It was based on experience of some members who faced similar situation as yours. Calling it endless won't be correct as they increase the processing time because of workload.
