Parents sponsorship

My wife sponsored her parents and they got their Immigrant Visa stamped. They are at the moment in India. They want my brother-in-law(dependent) to land in the middle of next year and they want to land earlier. Can my brother-in-law land on his one separately?

Yes - he can land later. However he must make sure that he lands before his visa expires.
