I am on H1B in the US and I have the Canadian PR which I just got it this year.

Can I sponsor my parents for Canadian PR even though I don't live in Canada right now?

No.

You must be living in Canada to sponsor your parents and also must have three straight years of income earned in Canada to qualify.

No, I don't have any idea. I am sorry.

You must provide your Notice of Assessment from the Canada Revenue Agency (CRA) for each of the three taxation years immediately preceding the date of your application.

It hasn't been opened yet this year due to COVID-19. We don't know if it will reopen this year. There haven't been any announcements yet.

Would add that there is way more demand than spaces and we have no idea what changes are being made especially to the participant selection criteria.
