All part of Canada is 3 years minimum income tax (2015,2014,2013)
But in Quebec, look at 1st line of Quebec Immigration website is listed last 12 Months minimum income tax

So if I apply for my parents i will show only 2016 minimum income tax or 2015
By make sense last 12 months means 2016 right? Why CIC is mention for 2015?

It's always a year behind since you need to provide your CRA NOA and the NOA for the previous issue typically isn't available until March, April or May.

So if you are from Quebec and want to sponsor this year (2017) - you need to have sufficient income in 2015 and provide the 2015 NOA.

If you are outside of Quebec, you need to have sufficient income and provide NOAs for 2013, 2014 and 2015.
